    you can buy plastic pieces that you color and design yourself and then bake them in the oven to set. they sell either the sheets or preset designs at craft stores. and you can buy a chain at craft stores too.

    its probably acrylic. got to a craft store and ask about it, and bring in pictures.

    I have almost bought necklaces like this, and the seller said they hand made it with acrylic material.
